Design a CI/CD system like GitHub Actions. A push or pull request triggers a pipeline (a DAG of jobs defined in the repo) that runs on a fleet of isolated runners, with live logs, artifacts, caching and gated deploys. Handle ~1M jobs per hour across many tenants, and detect and recover stuck jobs.
