Design an In-Memory Cloud File Storage

Design an in-memory file storage service, built up in levels. Level 1: add, get the size of, and delete files by name. Level 2: list the N largest files whose names start with a prefix. Level 3: users, each with a storage quota; adding a file that would exceed it fails. Level 4: merge one user into another, keeping both users' files.
